Course Outline
The transitioning process for the full devolution of services and facilities must have clear policies on programs, projects and activities (PPAs). Quality management of devolved services must be in accordance to policies, regulations, standards, and processes aligned with national policies. When local policy does not subscribe nor align to national policy, no funding can be released based on the General Appropriations Act.
Section 11 of EO 138 requires the LGU need for strengthening planning. In the planning process, the primary input are the policies created to align national government, regional and local priorities. Discussions will include PPA performance indicators.

LGU budgets and expenditures related to basic services must be anchored on national government policies. They must be able to communicate the need and justification for budgetary support which requires understanding national policies that must be integrated in the local level policy making.

Executive Order 138-2021 specified the need for Monitoring and Evaluation of LGU programs, projects and activities (PPAs). How do you know your PPAs are properly implemented? In planning, LGUs need to specify performance indicators. In monitoring, there are checkpoints and monitoring tools. This training will feature the international standards provided by World Bank, AusAid, USAID on service management.

Monitoring and evaluation are about accountability and evidence-based decision making. The input to evaluation comes from monitoring incidents. Services evaluation answers the questions:
What went wrong? Where did we go wrong? Where did I fail? Where was I successful? Do we need to improve our policy and plans? How do we support the continual improvement of the service delivery?
Evaluation is an input to policy for continuous improvement of the delivery of services. This training will provide attendees the international reference on how to perform evaluation to support continual delivery of devolved services.
