Course Director & Lecturer: Atty. Edsel F. Tupaz - He headed the right-of-way acquisition and enforcement of DPWH and was in-charge of resolving all ROW issues both in the national and the regional level on all infrastructure projects of the government under the Build Build Build program. He designed and implemented nationwide policies and rules for ROW, including the latest DPWH Right-of-Way Acquisition Manual (DRAM).
He obtained a Master of Laws at Harvard Law School and became one of the youngest faculty at the New England School of Law, Boston, and Massachusetts. He currently serves as the Partner of Gorriceta Africa Cauton & Saavedra.
